IL Supreme Court: Rahm Can Run For Mayor

Rahm Emanuel can run for mayor of Chicago. The Illinois Supreme Court unanimously ruled today that Emanuel is eligible, overturning an appellate court decision, and ending months of legal back-and-forth.

In the decision, the higher court offered this criticism: “the novel standard adopted by the appellate court majority is without any foundation in Illinois law.”

On Monday, the lower court said Emanuel did not meet the residency requirement to run for mayor. The ex-Congressman and former White House Chief of Staff owns a home on the city’s North Side. But he had rented it out to a man who refused to move out last year, after Mayor Richard Daley announced he would not seek re-election.

Emanuel quickly filed an appeal of the appellate court ruling, calling it “one of the most far-reaching election law rulings ever to be issued by an Illinois court.” Chicago Election Board Chairman Langdon Neal told reporters that early ballots would begin to be printed with Emanuel’s name, but the Supreme Court issued a stay of the lower court’s decision, ordering Emanuel’s name back onto the ballot until the issue was resolved.

Early voting starts Jan. 31, and election day is Feb. 22. According to The Chicago Tribune, Emanuel holds a wide lead in fundraising and in a Tribune poll.

Clinton to Campaign in Chicago

Bill Clinton will attend a rally and fundraiser for Chicago mayoral hopeful Rahm Emanuel next week, the Lynn Sweet reports.

“Rival Carol Moseley Braun told Clinton to stay out of the Feb. 22 Chicago mayoral primary when the news broke last month that Clinton was coming to the city to help his one-time White House staffer and campaign fund-raiser… So much for that.”

Rahm Emanuel’s sole black opponent for Chicago Mayor will be Carol Mosley Braun……

Moseley Braun Gains in Chicago Race

Carol Moseley Braun, a former senator, became that candidate this weekend, as Mr. Davis announced his plans to step aside and to support Ms. Braun. The Rev. James T. Meeks, the pastor of a large South Side church, quit his campaign about a week ago.

Pressure to unite around one African-American candidate has been bubbling here for months, in part out of fear that the city’s black vote would be split — diminishing its influence and all but ensuring that a white candidate (likeRahm Emanuel, the former White House chief of staff) or a Latino candidate (like Gery Chico, a former board of education leader) might win on Feb. 22.

Conversations among black leaders began shortly after Mayor Richard M. Daley, Chicago’s longest-serving mayor, announced in September that he would not run for re-election. But as Mr. Emanuel began gaining in the polls and announced — to the dismay of some of the black candidates — that former PresidentBill Clinton would campaign for him here in January, African-American leaders once again called for unity……

With the field of candidates set, a new We Ask America poll finds Rahm Emanuel leading the race for Chicago mayor with 39% among likely voters, followed by former Sen. Carol Mosely Braun at 12%, Gerry Chico at 9%. Rep. Danny Davis at 7% and 19% still undecided.

The election is on February 22 and if no candidate receives at least 50% of the vote, a runoff will be held April 5.

Rahm Emanuel to leave to run for Chicage Mayor…Last day could be tomorrow….

Emanuel’s departure will  give the President a chance to install an old friend, Peter Rouse,  in the Chief of Staff  job (rouse did the same job for Obama in the Senate ) and most importantly give the office someone who is liked up on the Hill and is well liked by staff….

The Hill part is the most important given that the Democrats are going to have to fight for everything can get for the next couple of years…..

White House Chief of Staff Rahm Emanuel will announce his resignation Friday, multiple administration officials said, continuing a series of key staffing changes ahead of the midterm elections.

Pete Rouse, a senior adviser who was President Obama’s chief of staff in the Senate, is expected to fill the role at least on an interim basis, although several officials said he could wind up in the job permanently.

Obama will make two “personnel announcements” in the East Room at 11:05 a.m. Friday, White House press secretary Robert Gibbs said Thursday. Obama is expected to announce the Emanuel and Rouse moves at the same time, to maintain as much continuity as possible.

Emanuel has been setting the stage for his departure for weeks……
