*Update….CBO call is out on Trump’s excutive order
The move by Trump may drain healthy young people from the Affordable Healthcare insurance polls drving up premiums for those older and sicker ….
This is addition to Trump’s efforts to stop advertising the Obamacare programs….
But Trump does get a chance to annouce some action…
(Trump has said this was in the works for months….So the repeal thing was what?)
And drops this in his lap….
The White House and allies portray the president’s move to expand access to “association health plans” as wielding administrative powers to accomplish what congressional Republicans have failed to achieve: tearing down the law’s insurance marketplaces and letting some Americans buy skimpier coverage at lower prices. The order will be Trump’s biggest step to carry out a broad but ill-defined directive he issued his first night in office for agencies to lessen ACA regulations from the Obama administration.
Critics, who include state insurance commissioners, most of the health-insurance industry and mainstream policy specialists, predict that a proliferation of such health plans will have damaging ripple effects: driving up costs for consumers with serious medical conditions and prompting more insurers to flee the law’s marketplaces. Part of Trump’s actions, they predict, will spark court challenges over their legality.
According to numerous people familiar with the White House’s anticipated order, the most far-reaching element will instruct a trio of Cabinet departments to rewrite federal rules for association health plans — a type of insurance in which small businesses of a similar type band together through an association to negotiate health benefits.
The order also is expected to expand the availability of short-term insurance policies, which offer limited benefits meant as a bridge for people between jobs or young adults no longer eligible for their parents’ health plans. The Obama administration ruled that short-term insurance may not last for more than three months; Trump is planning to extend that to nearly a year….
This move has echo’s of how Barack Obama did things for Healthcare….
And Trump has given Democrats for props in how they have stuck together AGAINST the GOP on Repeal….
- Expand access to association health plans, in which a group of small employers can band together to buy insurance as a collective.
- Expand access to short-term health plans. These policies don’t cover much and don’t cost much; today, you can only keep one for three months. Trump will extend that time limit to a year.
- Expand the use of health reimbursement accounts, which allow employers to set aside tax-free money to help cover their employees’ health care costs. Workers will likely be able to tap that money to pay the premiums for a plan in the individual market.
The reviews: Conservatives are thrilled. Sen. Rand Paul, a champion of association health plans, was at the White House for the signing….
*Update….CBO score is out on this….
CBO says this latest Trump move will raise ACA premiums by 20 percent and add 1 million people to the ranks of the uninsure. Terrific!
