<p>Ray Allen saved the Heat, and LeBron James just about did the rest as Miami stunned the San Antonio Spurs, 103-100, in overtime of Game 6 at AmericanAirlines Arena Tuesday night.</p>
<p>With hope possibly dwindling for Miami’s Big Three, Allen took a pass from Chris Bosh in the right corner, took two steps back, and drilled 3-point life into the all-but-dead Heat, tying the score, 95-95, with five seconds remaining in regulation.</p>
<p>The overtime was not pretty, but the Heat managed to do just enough as Allen scored 4 of Miami’s 8 points, the last two coming from the free throw line. Bosh blocked the Spurs’ Danny Green’s 3-point attempt at the buzzer to end it.</p>
<p>James led a fourth-quarter charge for the ages as the Heat, 12 minutes from a disastrous and possibly destructive end to their season, forced Game 7 at Miami Thursday night.</p>
<p id="skip-target">James scored 17 points in the final quarter as the Heat staved off elimination during a frantic final minutes in which the Spurs blew a 5-point lead (94-89) with 28.2 seconds left.</p>
<p>Tim Duncan (30 points, 17 rebounds) carried the Spurs as they built a 12-point lead (75-63) with 13 minutes left in the game.</p>

<p>The Congressional Budget Office estimated Tuesday the Senate immigration bill would reduce deficits by $197 billion over 10 years, handing supporters a new economic argument for the bill as the upper chamber marches toward a final vote.</p>
<p>The CBO said the bill would increase spending by $262 billion between 2014 and 2023 by requiring new border security measures, but would increase revenue by $459 billion as those given legal status and newly admitted temporary workers pay taxes.</p>
<p>Perhaps even more importantly, the budget office said the bill would also reduce deficits by $700 billion between 2024 and 2033.</p>
<p>That finding directly contradicted predictions and estimates from Sen. Jeff Sessions (R-Ala.) and other critics of the bill who said it would add red ink to the budget as more immigrants are granted access to entitlements.</p>
<p>Supporters of the Senate bill hailed the CBO numbers, which they said would boost the bill ahead of an expected Senate vote next week.</p>
<p>“This report is a huge momentum boost for immigration reform,” said Sen. Charles Schumer (D-N.Y.), a member of the Gang of Eight that crafted the bill.</p>
<p>“This debunks the idea that immigration reform is anything other than a boon to our economy, and robs the bill’s opponents of one of their last remaining arguments,” he said.</p>
<p>Sen. Marco Rubio (Fla.), the key Republican sponsor, said the CBO “has further confirmed what most conservative economists have found: reforming our immigration system is a net benefit for our economy, American workers and taxpayers.”</p>

<p>A series of recent polls show President Obama’s <a href="http://www.realclearpolitics.com/epolls/other/president_obama_job_approval-1044.html">approval rating at about 46 percent on average</a>. This is <a href="http://fivethirtyeight.blogs.nytimes.com/2013/05/21/is-the-economy-saving-obamas-approval-ratings/">somewhat lower than it was in late May</a>, when it averaged 48 percent or 49 percent.</p>
<p>Has the shift been caused by the dominant news story of the last two weeks — the disclosures about the National Security Agency’s domestic surveillance programs? That’s tough to say since presidential approval ratings rarely provide unambiguous interpretations as to cause and effect. Mr. Obama received a series of mediocre approval numbers toward the very end of May, after we wrote our last story about his approval ratings, but before the N.S.A. disclosures. It’s possible that the cumulative effect of stories like the White House’s handing of the attacks on Benghazi, Libya, and the Internal Revenue Service’s targeting of conservative groups was weighing some on Mr. Obama’s numbers. It’s possible that the consumer mood about the economy, which has been on an upswing in recent months and may have helped Mr. Obama to stave off an approval-rating decline, <a href="http://www.bloomberg.com/news/2013-06-14/michigan-consumer-sentiment-index-decreased-to-82-7-from-84-5.html">has become slightly less chipper</a>. And it’s possible that some or much of this is just statistical noise.</p>
<p>Nevertheless, I want to correct an assertion that I made a week ago. Here’s what I <a href="http://fivethirtyeight.blogs.nytimes.com/2013/06/11/domestic-surveillance-could-create-a-divide-in-the-2016-primaries/">wrote at that time</a>:</p>
<blockquote><p>[B]ecause they create as many fractures across the parties as between them, the recent N.S.A. disclosures might not have all that much effect, for instance, on Mr. Obama’s approval ratings.</p></blockquote>
<p>I’m less concerned about the outcome of my “prediction” on Mr. Obama’s approval ratings than about my reasoning behind it. My claim that if an issue divides awkwardly across the partisan spectrum, a president may be protected from a decline in his approval ratings. I think my point may have been quite wrong.</p>

<p>For the first time since their 12-year war begin, the Taliban and United States have agreed to sit down together and <a href="http://worldnews.nbcnews.com/_news/2013/06/18/19021979-us-taliban-to-meet-in-qatar-for-key-milestone-toward-ending-afghanistan-war?lite">negotiate a peaceful end to the war in Afghanistan</a>. Both sides announced on Tuesday that they are planning to hold meetings in Doha, Qatar, for what the U.S. is calling talks for &#8220;peace and reconciliation.&#8221; The news comes on <a href="http://www.theatlanticwire.com/global/2013/06/nato-afghanistan-military/66343/">the very same day</a> that NATO forces fully turned over military security in the country to the new Afghanistan government. Reuters reports that the peace talks will begin on Thursday.</p>
<p>The U.S. <a href="http://www.guardian.co.uk/world/2013/jun/18/us-peace-talks-taliban-afghanistan?CMP=twt_fd">seems to have to given up on a request that the Taliban</a> formally reject al Qaeda, a key sticking point in previous negotiations. Instead, the Taliban will agree to &#8220;oppose the use of Afghan soil to threaten other countries,&#8221; an indirect acknowledgment of international terrorism — and the reason the U.S. invaded in the first place. According to <a href="http://www.guardian.co.uk/world/2013/jun/18/us-peace-talks-taliban-afghanistan?CMP=twt_fd"><em>The Guardian</em>&#8216;s reporting team</a> of Dan Roberts, Spencer Ackerman, and Emma Graham-Harrison, the formal rejection of the al-Qaeda terrorist network is now a &#8220;negotiation aim&#8221; than a precondition. Essentially: Getting the Taliban to reject al Qaeda isn&#8217;t off the table and is more goal and than a formal command, but at least this will get them talking to each other.</p>
<p>And this is the first time that the insurgency movement has ever participated in negotiations and diplomatic talks to end the conflict, though as <a href="http://www.nytimes.com/2013/06/19/world/asia/taliban-ready-for-peace-talks-to-end-afghan-war.html"><em>The New York Times</em>&#8216;s Alissa Rubin and Matthew Rosenberg explain</a> those negotiations are likely to be very long and very messy&#8230;.</p>

<p itemprop="articleBody">President Obama suggested that he was likely to nominate a new Federal Reserve chairman later this year, saying in a television interview aired late Monday that the current chairman, Ben S. Bernanke, had “already stayed a lot longer than he wanted or he was supposed to.”</p>
<p itemprop="articleBody">Mr. Obama praised Mr. Bernanke’s leadership of the Fed, which has mounted an aggressive campaign to revive the economy over the last several years. His second term as chairman of the central bank runs through the end of January.</p>
<p itemprop="articleBody">“Well, I think Ben Bernanke has done an outstanding job,” Mr. Obama told the journalist Charlie Rose on PBS. He added later, “He has been an outstanding partner along with the White House, in helping us recover much stronger than, for example, our European partners from what could have been an economic crisis of epic proportions.”</p>
<p itemprop="articleBody">The president avoided a direct question about whether he would consider reappointing Mr. Bernanke. But the interview, taken together with recent comments by Mr. Bernanke, reinforces a growing expectation that the administration plans to nominate a new Fed chairman later this year. The Senate needs to approve the nomination. Only three people have held the position in the last 30 years, and the Obama administration has an opportunity to put a Democrat atop the central bank for the first time since the resignation of Paul Volcker in the late 1980s.</p>
